Alien is the person who is not a citizen or has the
nationality of the state in which he is staying. The general principle of
international law is that the state has internal sovereignty and is free to
accept or expel aliens as they choose.
บุคคลที่มิได้เป็นพลเมืองหรือมีสัญชาติของรัฐที่ตนเข้าไปพักพิงอยู่นั้น
หลักการทั่วไปของกฎหมายระหว่างประเทศมีอยู่ว่า
รัฐมีอำนาจอธิปไตยภายในและมีอิสระที่จะรับหรือจะขับไล่คนต่างด้าวได้ตามแต่จะเลือก.
States will expand the majority of civil rights granted to
their citizens (except political rights) to foreigners as well. The rights of
these citizens are usually (1) the right to freedom of speech and religion (2)
the right to pursue a career (3) the right to enter into a contract to be a
heir and transfer the property.

International law has endorsed the difference between
regular aliens who are domiciled regularly and foreigners who temporarily stay
in shelters.
กฎหมายระหว่างประเทศได้ให้การรับรองในข้อแตกต่างระหว่างคนต่างด้าวประจำที่มีภูมิลำเนาอยู่ประจำกับคนต่างด้าวที่เข้าไปพักพิงอยู่ชั่วคราว.
Foreigners of the same type may be required to perform many
duties as citizens of that country, such as taxation and military service.

And for the benefit of that state, they may be restricted to
certain rights, such as having an obligation to inform the government of the
country of residence, and career, etc. from time to time.

International law on the rights and duties of foreigners as
well as on the rights and duties of the state is in the transition phase of
undergoing change, due to increased travel and transportation.

immigration policies.
